John Foster-Bey
President and Chief Executive Officer
Mr. Foster-Bey, President and Chief Executive Officer at CSR, brings more than 30 years’ experience in program evaluation, performance measurement, research studies, and quantitative analysis. He joined CSR in 2008 after serving for 5 years as the senior advisor to the Director of Research and Policy Development at the Corporation for National and Community Services. He provided analytical and methodological support for a number of important studies on social capital, community service, and volunteering. He also served 4 years as a designee on the Federal Coordinating Council on Juvenile Justice and Delinquency Prevention.
Before coming to the Corporation, Mr. Foster-Bey was with the Urban Institute for 5 years, where he directed research efforts. During this time he authored several papers and book chapters, including a study on how to improve the effectiveness of TANF (Temporary Assistance for Needy Families) work requirements. He earned a master’s degree in public administration from the University of Hartford and an M.B.A. from the Yale School of Management. He is a doctoral candidate in Georgetown University’s Liberal Studies Program.
