Overview of CSR's Support of the SAMHSA IDIQ

CSR, Incorporated values this opportunity to provide the Substance Abuse and Mental Health Services Administration (SAMHSA) with support for Pilot and Evaluation Projects, Policy Formation and Analysis Projects, and Web and Extranet Site Projects under Domains I, IV, and IX of this Indefinite Delivery Indefinite Quantity (IDIQ) contract. CSR has a 30-year track record in the public health and substance abuse fields, having worked with SAMHSA, the National Institute on Drug Abuse (NIDA), the National Institute on Alcohol Abuse and Alcoholism (NIAAA), the Office of National Drug Control Policy (ONDCP), the Administration on Children and Families (ACF), the Health Resources and Services Administration (HRSA), and the Office of Juvenile Justice and Delinquency Prevention (OJJDP).

CSR understands SAMHSA's priorities and will strive to support its vision and mission. CSR's mission is closely aligned with SAMHSA's agenda: at CSR we translate research into everyday practice and employ state-of-the-art technology to develop solutions that truly make a difference in people's lives. Driven by this shared mission, we look forward to working with SAMHSA to find answers to the tough questions, to communicate those answers, and to make a difference in the lives of individuals, their families, and their communities.

In fulfilling the IDIQ requirements, CSR plans to work with a diverse group of organizations. Together our team offers the range of talent and experience that will produce solutions for SAMHSA. The CSR team includes personnel from CSR Incorporated; the Constella Group, LLC; Nesbitt Enterprises, Inc.; Potomac Ridge Behavioral Health System; and Z-Tech Corporation.

Domain I, Pilot and Evaluation Projects

In support of Domain I, Pilot and Evaluation Projects, CSR has assembled a team that includes leaders in the field renowned for fostering methodological approaches for evaluating a variety of programs. Our staff has strong academic credentials in a broad range of disciplines. Moreover, we bring real-world experience gained in a variety of settings, including schools, health care clinics, child care centers, adult day care programs, alcohol and drug prevention programs, rehabilitation and treatment centers, courts, detention centers, shelters for the homeless and victims of abuse, and neighborhood support centers. Members of the CSR team have designed and conducted evaluation studies at the project and the program level with experimental, quasi-experimental, and case study methods. We understand the critical underpinnings of evaluation research; recognize the importance of balancing defensible methods with solid, evidence-based judgments; and know the value of involving key stakeholders and collaborating with public, private, and international partners.

Domain IV, Policy Formation and Analysis Projects

In support of Domain IV, Policy Formation and Analysis Projects, the CSR team offers a staff that is experienced in developing forecasts of current trends, epidemiologic projections, cost-benefit and other financial estimates, and documentation of service outcomes. We have developed performance indicators and measurement systems that have documented program success. We know how to identify, collect, and summarize data in a way that is responsible, understandable, and supportive of important policy recommendations. Members of the CSR team have conducted literature reviews that document findings through published and fugitive materials; analyzed national, state, local, and privately owned datasets; interviewed program operators, Government officials, and community leaders; and conducted hundreds of focus groups with consumers and their families.

Our experience in managing policy and analysis projects has given us the opportunity to interface with state, local, and international researchers and program officials working in the mental health and substance abuse prevention and treatment fields. In working with these audiences, we often call on our expertise and knowledge in policy formation and in skill areas that will be applicable to other domains under the SAMHSA IDIQ, including program evaluation (I), statistical analysis (II), program support (III), the development of communications and education projects (V), technical assistance and training (VII), and the design of Web and Extranet sites (IX).

Domain IX, Web and Extranet Site Projects

In support of Domain IX, Web and Extranet Site Projects, the CSR team will draw on our experienced staff to design, develop, implement, and maintain interactive, accessible Web/Extranet sites. We know how to present information on these topics that is clear, evidence-based, and culturally sensitive to people in a variety of settings. Our approach to the design of Web and Extranet sites is to ensure adequate input and representation of the views and needs of partner agencies; we are committed to this consultation process in planning, facilitating, and expediting the migration of all production to the SAMHSA Web site. We will network with SAMHSA's Division of Information Resources Management (DIRM) and NCADI's PREVLINE to design and maintain the content of SAMHSA's Web and Extranet sites. We understand and we adhere to the policies and procedures involved in working on Federal Intranets and Extranets and are committed to complying. The CSR team is fluent in creating HTML/XML formats and the design of systems that are 508 compliant. Our staff is well positioned to design, operate, and maintain Web sites, including the development of ADP/IT plans; graphic design; functional, technical, and operational requirements of maintenance, updating, and security; and assessment of the finished product to ensure continued updates and improvements to the site.
